In the real world, it appears that Dreamweaver and Frontpage have the website builder software market just about sewn up. Millions have been sold of each and they're the standard for web design throughout the world.
The problem is, I believe, that both these website builders have got a steep and I mean, really steep, learning curve, which is probably far too time-consuming and difficult for most folk.
Many folks prefer to purchase a website hosting package and use their free web-based software but the problems with that is that you run the risk of losing everything if there's a problem (N.B. Always save your website's text and/or HTML versions of your text in a number of repositories).
However, if you want a simple, PC-based website builder that:
a can be driven by basic word processing skills, not knowledge of HTML, now known colloquially as WYSIWYG (What You See Is What You Get)
b create presentable websites &
c build websites that integrate keyword research & SEO onto every page, enabling each page to attract web traffic of its own volition. This process greatly increases overall web traffic, much like having a pay-per-click advertising campaign running on every page of your site, for FREE.
...there are two website builders that I recommend:
1 Site Build It is a total package, with domain name, hosting, website builder, keyword research tools and a passionate forum. It's perfect if you're a novice or only want to build only one site
2 Xsitepro has more of a learning curve but is far more flexible and is designed for creating numerous sites. It too, has a passionate forum with many very experienced webmasters, many of whom are extremely helpful

E-commerce Website Builders
If you're going to create a site that needs a shopping cart and all the other e-commerce features, you should know that many web hosting packages already have them.
However, you may also choose to have a look at Website Wizard, created by Simon Grabowski, the man behind Get Response, one of the two big autoresponder companies on the web.
